Before the events of MAKOTO, she helped design the scripts that let the city's implants turn a spoken instruction into obedience. Her former pupil now uses that work to move people out of their homes. Makoto knows how to make the residents refuse, but a refusal delivered on her orders would still be obedience. Giving them a choice means interrupting the system that gives her power.
In the interrogation room, an older Makoto tells her version of what happened. She says she works alone. The episode puts that claim to the test.
